"Bali Tritiya Osha" is celebrated on the third day of Bhadrav Amavasya. This brata is observed by married women of Odisha. In other states, this festival is celebrated as Teez.

The people of Odisha celebrate many festivals throughout the year, Bali Tritiya Osha is one of them. This worship takes place in the month of Bhadrav(September-October).
DATE OF BALI TRITIYA OSHA 2023
In 2023 "Bali Tritiya" is on September 18. According to Hindu Tithi calculation, Bali Tritiya observed on the third day of in Sukla Pakhya of Vadrav month, Tritiya tithi. This brata normally comes one day before Ganesh Chaturthi.
HOW BALI TRITIYA BRATA CELEBRATED/BALI TRITIYA BRATA PUJA BIDHI
In Bali Tritiya brata lord Shiva was worshiped. Normally married women observed this brata. This brata has very hard rules.
RULES TO OBSERVE BALI TRITIYA BRATA
The women who observed this festival keep totally fast for 24 hours. Even they can't take a drop of water this time. From Bali Tritiya morning to the next day Chaturthi morning this fast continues.
BALI TRITIYA BRATA PUJA BIDHI
In the morning of the Bali Tritiya, the women go to the river shore and pick up some wet sand and make a shiv-ling with it. Then they decorate Shivling with flowers and offer prasad which may consist of different fruits like apple, banana, coconut, etc. They worship Shivling by offering dhupa and dwipa also.
As sand (which in odia called "Bali") is used in this worship, that is why this worship is called Baluka Puja (sand worship).
BALI TRITIYA BRATA FOLKLORE
In Hindu rituals, there is some old story behind all the bratas, There is something like this in this fast too. More than one old legend is associated with this fast.
In Ramayan Ram Worshiped Shivling made with sand
According to an old legend, when Lord Rama went to fight with Ravana, before that he worshiped him by making a Shivling made with sand, then we observe this day in the name of Bali Tritiya.
According to Padma Puran
According to the story of Padampura Purana, Goddess Parvati worshiped Shiva to get him as her husband.
